The South African Meat Industry Company (SAMIC) seeks proposals from qualified service providers to develop an integrated digital solution that streamlines, automates and modernises its audit processes and operations.
SAMIC, an independent third-party regulatory body established by the Red Meat Industry Forum in 1997, operates under the mandate of the Agricultural Product Standards Act (Act 119 of 1990). It ensures the accurate classification and marking of meat for sale in South Africa and oversees compliance with associated regulations.
Beyond its core functions, SAMIC has diversified its services to include independent brand auditing, as well as quality assessments for hides, skins, wool, and mohair. These audits are conducted under the Animal Health Act (Act 7 of 2002), bolstering SAMIC’s role in upholding South Africa’s agricultural product standards.
The proposed solution should replace manual auditing processes and tools with a fully integrated digital platform to enhance efficiency and accuracy whilst complying with the regulatory framework to which SAMIC is subjected. This project forms part of SAMIC’s 2035 Technological Vision which aims to maintain SAMIC as a leading, fully digitalised auditor in the agricultural sector.
SAMIC requires a workflow automation and business intelligence (BI) system to track and support its operations, digitize its audit process forms and tools, configure audit process- and workflows, while facilitating the execution, tactical management, and strategic decision-making of its various audits processes and objectives. The system should empower stakeholders at all levels towards greater transparency, actionable insights, trend analysis, optimized efficiency and decision support, while ensuring compliance with regulatory mandates and operational excellence.
At its core, the software solution should allow SAMIC to easily build and configure custom audit process- and workflows, after which the required staff, forms and tools, locations and approvals can be allocated to each step of the process. This initiative must align with SAMIC’s commitment to maintaining impartiality, regulatory compliance, and industry-leading quality standards, and the primary deliverables of the project are detailed in this document.
The successful solution will empower SAMIC to meet the growing demands of the red meat, pork and broader agricultural industries while improving operational standards, objectivity, reporting capabilities and business intelligence. Interested service providers must demonstrate expertise in delivering scalable, compliant, and innovative digital solutions tailored to this regulatory environment.
A full analysis and design scope detailing the technical requirements, process flows, and performance metrics will be provided to candidates following the completion of this Expression of Interest and initial screening process, including the signing of a non-disclosure agreement to ensure clarity and alignment with SAMIC’s operational and regulatory needs.
A phased development approach is desired to ensure that all development work aligns to the core functionality and critical business needs of the client (no time and material-based proposals will be accepted). As such, applicants are expected to detail the methodologies, implementation plans, costs, key individuals and expected outcomes for each deliverable in their proposal, clearly demonstrating how each deliverable and milestone will be achieved.

Interested parties are encouraged to complete and submit this Expression of Interest together with a signed copy of the attached non-disclosure agreement (NDA). Following an initial screening and approval of applicants, a comprehensive Request for Proposal document will be shared, together with additional technical scoping documentation such as process flows, form and tools for digitisation to aid applicants in the finalisation of their proposals and budgets.
Submissions are due by 20 February 2025, after which applicant proposals will be evaluated and the successful provider appointed for commissioning of the project by March 2025.
